Whenever I watch televised election coverage, I am always surprised at how early some candidates are declared winners based on a relatively small sample size of votes already counted. Most times the projections prove to be accurate. But I have seen some surprising shifts in momentum. In a very recent municipal election in my hometown, the councillor from my ward was declared the winner--then ended up losing by two votes.
