This is a clip from a show called "The New Show". It was produced by Lorne Michaels and some of the other original SNL and SCTV creators. This was the opening sketch to the first show which was similar to Saturday Night Live but nowhere near as successful. Ran one season. Guests included John Candy.

SCTV homorously parodied What's My Line with What's My Shoe Size. I'm guessing this clip is from the early 1980s. Oh, those wacky Canadians!
