I believe that's Foster Brooks and the year would be 1973.

It's a skit with Foster Brooks appearing on the Dean Martin Show, likely in the late 60s.

I'm guessing this was in the 1970s. The Dean Martin Show ran from 1965 through 1974. this looks like it was done in the later years. Foster Brooks was the most convincing comical drunk ever. (Most real drunks aren't funny at all.)
